How are my taxes paying for this genocide in Gaza exactly?
All taxes are deposited in the UK Consolidated Fund(1). At present 5-10% of the Fund is used to finance illegal wars, war crimes and complicity in genocide through the financing of the Ministry of Defence. Is it really legal to withhold taxes here in the UK based on what’s happening in Gaza?
It is definitely true that funding war crimes and crimes against humanity is illegal. Under these laws there is no exception for tax. We are getting legal advice to ensure we have confidence in the procedure that we are setting out, as this has never been done before. Tax experts are suggesting this is illegal…why are they saying this?
There are very few lawyers who have a strong grasp of tax resistance against war, as it hasn’t been done before in the UK. Our campaign relies on International law, Human Rights law as well as the Convention for the Suppression of the Financing of Terrorism in the Terrorism Act 2000. Trust law is also an important component of our analysis. Therefore tax experts are not best placed to judge the legality of the campaign. We are engaging a KC who’s practice is rooted in International and Human Rights Law who will provide an opinion on our campaign.
What do I need to do today?

What happens after I notify the HMRC or council and they respond with a demand for payment?
We will provide you with follow-up letters you can respond with. We have been testing the process with individuals and businesses and have already received HMRC responses. We are also getting more legal advice and this will be worked into our responses. We will share any legal advice we receive so that you understand the risks and also how the law can protect you.
How does this work if my taxes are paid by my employer, through PAYE?
The employer does not need to be informed of this process. Where an employee’s taxes are directly paid to the HMRC via PAYE the employee need only notify the HMRC of their wishes for PAYE and National Insurance taxes to be withheld from the government in trust, until the end of the financial year.
How does this apply to the collection of council tax? Isn’t this money used for local services?
Council taxes reach the UK Consolidated Fund through the council’s contributions of employee PAYE and National Insurance contributions. At present 5-10% of the Fund is used to finance illegal wars, war crimes and complicity in genocide through the financing of the Ministry of Defence. A large part of a council’s budget is made up of these salaries.
How do I know this is going to work?
It is definitely true that funding war crimes and crimes against humanity is illegal. Under these laws there is no exception for tax. Chris Coverdale has been withholding council tax for years! As for our campaign, we are getting a KC to provide us with a written legal opinion on our campaign, so that we can have confidence that if we decide to withhold tax, we understand the risks involved.
What about businesses? Can they opt-in?
Funding war crimes is illegal if you are an individual or a business. We are going to launch a campaign to attract businesses to pledge soon.
